Interested to try this effect?

Step 1 : Open Adobe Photoshop CS2 or any latest version.Click at file > new

Step 2: Choose International Paper.You can also choose any size or dimension that you wanted.

Step 3 : Drag the picture that you want to have this effect and drag it into the Adobe Photoshop Program.

Step 4 : Duplicate the layer into two by clicking on the Layer > duplicate Layer

Step 5 : Drag the copied layer to the empty region above.Go to filter and choose filter galery.

Step 6 : Choose the effect of poster edges.Then,click the icon near the dustbin below which is called 'create new layer'.Then,click on the cutout effect to complete the task.Good luck! ^^
